Rinse the rice in cold water until the water runs clear.
In a large saucepan, add the rinsed rice and 4 cups of water. Cook on a medium flame until the rice is tender and most of the water has been absorbed.
Add the salt, vanilla, and cinnamon (if using) to the cooked rice.
In a separate bowl, mix the custard powder with 1/4 cup of water until fully dissolved.
Add another 2 cups of water to the cooked rice, followed by the sugar and condensed milk. Mix well.
